JAMMU AND KASHMIR - INDIA'S OWN BIG 'GAZA ENCLAVE?' PART 2.

Now, it seems fair to assume that, any government that would allow such almost carte blanche powers to its security forces, would also be very reluctant to hold them to account. Notwithstanding the fact that India is the world's largest 'democracy', just as how the State of Israel is often said to a 'democratic' one. 

Ancient Rome, we might recall, was also said to practice a kind of 'democracy', which did not prevent or stop her having 'free' citizens and slaves. 

The fact that India should claim J and K as being integral parts of the State of Indian, but treats the rebellious, if not Kashmirs in general, as if they are not Indians with equal rights which are or should be accorded to all citizens of the State, is paradoxical, but still a reality.

So, it is not only the State of Israel, in which, in enforcing its control over the occupied territories and people of the Gaza Strip and the West Bank, which exercised greater brutality and less accountability, as a standard practice.

At least, if the Al jazeera report of the India security forces beating up people in its administered territories and shooting them with pellet shots, leading to blindness,

Of course the security situation in parts of J and K is a volatile and strategic one for both India and Pakistan, with both of them using the area to fight their low level but ongoing proxy war since 1947. 

But, just as how the lives of Palestinian civilians are being blighted by the conflict between the Israeli Defence Force and the Hamas and other Palestinian militants, so are the lives of the affected people among the 13 million population of J and K are being compromised. 

As the Indian government takes on the Kashmiris militants, whether they are advocating for independent J and K, or for independence and incorporation  into the ~State of Pakistan.

And so it is, that when the strategic interests of nations are at stake, the welfare of the ordinary citizenry, of whichever of teh involved parties, can oftentimes counts for little, except where it can be exploited and used as a pretext for one of other of the parties to launch further attacks on their opponents.

Diplomacy ought to be the process by which nations, through their governments, establish and maintain mutually beneficial and peaceful relationships between them; Diplomacy is not, like the Gulf Cooperation Council members and their allies, including Saudi Arabia, Egypt, Bahrain and the UAE states, trying to bully and intimidate Qatar into doing their bidding, by surrendering its sovereignty.  Neither is diplomacy what the American government is doing, in using sanctions to force the governments of states of Iran, Russia and North Korea, into complying with its demands.  About what action they should or should not take in pursuing what they consider to be in the interest of their countries and people.  No, none of this is diplomacy. Rather it is method of force and compulsion, which is not synonymous with principle or practice of diplomacy.  Which is about the art of establishing and maintaining peaceful and mutually beneficial relationships between different countries.
