THE NEED TO REFORM AND DEVELOP THE STANDARD OF OUR 'DEMOCRATIC SYSTEMS.' PART 2.






Might it also be the case that the electorate no longer needs or believes that the government is willing or able to enable and facilitate them achieving economic self-sufficiency, or, with the 'welfare safety net', in times of economic hardship, and is actually questioning the legitimacy of governments and the state? 

After all, if the government and the state cannot keep their part of the explicit or implicit 'social contract', what does that say about their continuing legitimacy to exercise control over the lives of the citizens? 

Why should the citizens maintain their allegiance to the government and the state, if they perceive one or the other not to be 'doing anything of value for them'?



And so, in the western hemisphere we hear the understandable refrain of those pleading and arguing for the government to do more for the poor, for the sick, for the old and for the young. 

And after restating these obvious and ever increasing needs, there is the even more challenging matter. That of, where are the additional resources to come from, and/or which pot of money need to be reduced or removed, so that it can be reallocated to a need of higher priority? 

We are reminded of the fact that many needs will always  outstrip the means which are necessary to meet them. We are led to reflect on the latest advances in medical science and technology, and on the fact that these cost more, and might benefit fewer people.



Which means that the resources which have hitherto been allocated to meet the needs of the many, might now have to be reduced and transferred to meet those of the few, with more advanced technological tools and procedures.

We only have to look at the continuing crisis in Britain's National Health Service, and at the Republicon's, in the United States, tantrum about former President Obama's flagship's Affordable Health Care. 

Similarly, in Britain, there is the increasing paradox of local authorities increasing their community charges and local taxes, while reducing the kinds and volumes of services they are providing. Something which is likely to be happening in other countries.

But, I digress. My main concern is about the apparent neglect in the development of  the western model of  the 'democratic electoral system.'
