Needless to say, this kind of 'Marshall-Aid Programme' like incentive, will need the direct involvement of western governments, and multi-national public and private companies.

It has to be a multi-national, a global, as well as a national and local initiative. 

It would not be without its detractors, for example, those people who are arguing against 'globalism.' 

Similarly, some workers in western economies are likely to see the creation of new jobs in poorer countries, and part funded by western governments and capital, as a threat to their own employment and job security. 

To some extent, those fears will be substantiated. However, there are complementary changes taking place in all around the world. 

And the real issue is not primarily  about whether people in the West, especially the more developed countries, have or will be able to get a job. 

Instead, it is about whether they will continue and be able to have 'a living wage or salary.' 

It is still the case that, for most people, being able to have a 'living wage' is predicated upon having a job, a 'good job.' 

But that is changing. With the advancement in technological development, the time is approaching where 21st and 22nd Century societies will no longer need as much 'labour' as previous centuries have needed. 

More capitalisation and robotisation and automation will displace labour. 

The key issue will gradually and increasingly become one of how to distribute the increased wealth which will have been generated from this fundamental change in the means of production. 

The ethos of 'western societies' have already been conditioned and enlightened by the industrial development. 

It has transformed the worldview of these societies from that of rural, superstitious, traditionalists, into more free-thinking and liberated urbanites. 

Without the impact of industrialisation, the 'liberal-democracies' of the West might not have seen the light of day. It has been a necessary process in bringing about it.
