Commit themselves to working together to do so. With and without the state forces of 'law and order', who, as time passes and technology advances, become more coercive and authoritarian.
This challenge has to be met, irrespective of their ethnic, cultural, religious and other affiliations.
Failure to achieve this, could see more and bigger 'favelasised' enclaves in our societies, from which there is unlikely to be no humane recovery.
Since it appears that 'more and better government', has not only become incompatible with each other, but is reaching its evolutionary peak.
With the solution lying partly in the ordinary citizens, motivated by the common aspiration for a better and honest living.
Becoming more likely to find themselves squeezed between the forces of the State and 'organised criminal communities', with both at times working together.
It might be the case that there are more honest citizens, and that the dishonest State and citizens are a minority.
But, even if that is so, they are a virulent minority, and are the ones who are oftentimes exercising more or most of the power within 'the community' and the society.
That makes for a very dangerous situation. And requires 'the ordinary and honest citizens not to place their trust in 'forever looking to the government' to do more and more for them/us.
After all, it is the people from who the government should derive its legitimacy and power.
It is they, the people, who have invested, placed in trust, the power which the government has.
Which suggest that, if that power is being misused or ineffectively used, the people should find ways and means of taking it back, and exercising it more appropriately and efficaciously.
The individual might be the lowest level of the societal hierarchy, but the success of all societies are dependent on each individual working collectively and responsibly for the common and greater good of that society.
