They will have become de facto enclaves of these groups, and of the foreign states and groups which back and support them. 

Their 'writs', as it were, and their policies, will loom large in these occupied areas of Syria. 

And their desire will be to maintain their presence in these areas, and, doubtlessly, either now or in the future, to continue their war or rebellion against the Syrian state, by all means available to them. 

To expand outward and take capture and rule new areas of the country. While instigating terror attacks on those area under the control of the Syrian Government.


In other words, these militias, jihadists and other rebels are committed to continuing the war against the government, and to try to overthrow it. 

And, for the civilians living in these areas, it means that they will be constantly be being subjected to the 'indoctrination' of the 'occupying forces.' 

Making them the willing or reluctant 'enemies of the ~Syrian government. As they are, by force of circumstances, forced to declare their loyalty to the 'occupying forces.' 

Invidious circumstances which no government should allow to continue.
