Or, as is more likely the case, that my dear mother is losing her ability to differentiate between some of the foods she is being given. 

Probably suggesting a general deterioration in her ability, her capacity to identify, differentiate, analyse and process information across the board, as it were.

Of course, even if there is a general deterioration in my dear mother's cognitive functioning, it does not mean that this is taking place at the same pace and/or consistence across all her functioning. 

This is clearly indicated in the logic of her response to having kept a recent hospital appointment to have her annual diabetic eye screening surveillance. 

In discussing the outcome of the appointment, which was to the effect that nothing specific needs to or will be done at a result of the check.

My dear mother questioned the value of her receiving anymore letters giving her appointments away from her home.

Which raises the question as to how do I now go about telling my dear mother that she has been sent a follow-up out-patient's appointment regarding the failed operation she had to correct her displaced lens. 

Failed in the sense that the operation did not result in her regaining the sight in that eye. 

I mean, what is the likely outcome of this appointment. Is it going to be just about the doctors examining the eye and further confirm that there has been no improvement, and that nothing can be done? 

Or that there is no improvement, and then offer her another operation which might or might not have even a lower chance of being successful?

Diplomacy ought to be the process by which nations, through their governments, establish and maintain mutually beneficial and peaceful relationships between them; Diplomacy is not, like the Gulf Cooperation Council members and their allies, including Saudi Arabia, Egypt, Bahrain and the UAE states, trying to bully and intimidate Qatar into doing their bidding, by surrendering its sovereignty.  Neither is diplomacy what the American government is doing, in using sanctions to force the governments of states of Iran, Russia and North Korea, into complying with its demands.  About what action they should or should not take in pursuing what they consider to be in the interest of their countries and people.  No, none of this is diplomacy. Rather it is method of force and compulsion, which is not synonymous with principle or practice of diplomacy.  Which is about the art of establishing and maintaining peaceful and mutually beneficial relationships between different countries.
